Terms of Use
1. Preamble
Core Facilities at Heidelberg University are central or institutionally integrated, jointly used research infrastructures that provide access to large-scale equipment or equipment centers, specialized technologies, and related services and consulting offers as well as additional services for researchers.
Use of the infrastructure is possible for all university members and, under certain conditions, also for external third parties.
These Framework Usage Regulations govern the basic rules applicable to the operation of each Core Facility.
They replace all previously existing usage regulations for Core Facilities.
2. Responsibilities and Services
The head of each Core Facility is responsible for creating an individual usage agreement that specifies the services derived from these Framework Usage Regulations and determines the amount of remuneration to be paid by users.
3. Management
The head of each Core Facility is appointed by the institute directorate or facility management and is responsible for:
a) Preparing an individual usage agreement for the use of the Core Facility.
b) The overall operation and proper execution of tasks.
c) Preparing billing and invoicing for the usage fees.
d) Documenting the use of resources allocated to the Core Facility.
e) Handling applications for use by third parties.
f) Adapting the Core Facility to changing requirements.
g) Managing the usage of the Core Facility, including:
- Decisions on the admission of users,
- Coordination and agreement on research activities,
- Advising the users of the Core Facility.
Within the framework of the Core Facility’s tasks, the head is authorized to issue instructions to personnel and users regarding all matters related to operational use.
4. Deputization
Upon the recommendation of the Core Facility head, a deputy is appointed by the institute directorate or facility management.
The deputy supports and represents the head in all areas.
5. Users
The following are authorized to use Core Facilities:
a) Members of Heidelberg University conducting research, teaching, or study activities.
b) External public institutions, based on a contractual agreement, provided that such use does not disadvantage internal users.
c) External private institutions, under the same conditions, with the priority of university interests maintained.
6. Access to a Core Facility
Access to a Core Facility is granted by the facility head.
Only authorized persons may use the equipment and infrastructure.
A signed individual usage agreement must exist prior to usage.
Proper training is required, particularly when independent use of devices and equipment is intended.
7. User Obligations
Users must:
- Comply with the Framework Usage Regulations and the individual usage agreements,
- Refrain from any behavior that disrupts the operation of the facility,
- Immediately report any damage or malfunctions,
- Follow instructions from the Core Facility staff,
- Independently assess and mitigate risks associated with experimental materials used by them.
8. Liability
Users are liable for damages caused by intentional or grossly negligent conduct.
9. Usage Fees
Users must pay fees for the use of Core Facilities based on the regulations and agreements made.
Details are determined in the individual usage agreements.
10. Final Provisions
These Framework Usage Regulations enter into force upon publication.
Existing individual usage regulations must be adjusted accordingly.
